Representatives of Irish Centre for Human Rights (ICHR) Professor William Schabas and Dr. Vinodh Jaichand along with the members of the National Coalition for the International Criminal Court (NCICC) met leaders of political parties including CPN (UML) and CPN (Maoist) on 3 November 2005.
During the meeting, Standing Committee member of CPN (UML) Mr. Jhalanath Khanal said that the state of ratification had not been specifically discussed in the peace negotiations. He believed that the Maoists were 'unconcluded' on the issue of ratification. He also believed that Prachanda was personally ready for ratification, but there was no consensus from the party as a whole yet.
Representative of CPN (Maoist) Mr. Dev Gurung, Central Committee Member and Member of Peace Talk Committee and Mr. Khim Lal Devkota, Member of the Interim Constitution Drafting Committee said that they were committed to the 'rule of law' and to 'real justice'. They said that a commission would be set up and that all incidents would be investigated and if the international community gave full recognition to the Maoists there would be no problem with ratification of the Rome Statute.
The Central Committee Member of Nepali Congress (NC) Mr. Arjun Narasingh K.C. said that he could see no impediments to the ratification of the Rome Statute as Parliament has already directed the government to do so. |
